The impact of rice field conversion can be seen in one of the sub-districts in Riau Province, namely Tambang Sub-district. As one of the sub-districts not far from the capital city of Riau Province, Pekanbaru City, Tambang Sub-district is a fairly strategic location as a property investment area such as housing. This certainly has a significant impact on the amount of agricultural land, especially rice fields, which are converted into property development areas. So a policy is needed to control sustainable rice field conversion in order to maintain the sustainability of food land in Kampar Regency in the future. This study is a type of literature study or literature study with a qualitative approach. Literature study is one of the data collection techniques involving several literary works that are in accordance with the topic. Then the data is collected by analyzing and developing according to the research discussion. Land conversion is indeed a serious problem if it continues to be carried out without any controlling policies. The law which is one of the legal instruments for controlling the conversion of agricultural land has not fully played a role in overcoming the problem. This is because the law or policy in controlling land conversion does not clearly discuss agricultural land that may and may not be converted. In the regulation only explains about the physical land that may not be converted, so if the physical form of the land changes, then there are no more rules and policies in the conversion of the land function. In addition, Law No. 41 of 2009 concerning the protection of sustainable food agricultural land does not clearly contain the criteria for land that may be converted.
